In a blender, add the red pepper, onion, green chili, garlic, parsley, and tomato. Blend into a smooth paste.
Transfer the blended mixture to a bowl and add beef mince, spices, salt, tomato paste, hot pepper paste, and olive oil.
Stir well until everything is combined into a smooth meat spread.
Heat a non-stick pan over medium heat and drizzle a little oil.
Take a tortilla wrap and spread a thin, even layer of the meat mixture over it.
Place the wrap onto the hot pan, meat side down, and cook for 3-4 minutes until the bottom is crispy and the meat is cooked.
Flip and cook for 1 more minute on the other side.
Remove from the pan and squeeze fresh lemon juice over the top.
Garnish with chopped parsley and sumac onions if desired.
Roll into a wrap and enjoy it as a street-style meal or serve open-faced like a traditional lahmacun.
Serve with yogurt sauce, garlic sauce, or a side salad for extra flavor.
