Heat olive oil and butter in a large pan over medium heat.
Add chopped onions and sauté until soft and translucent.
Stir in garlic and red bell pepper, and cook for another 2–3 minutes until fragrant.
Add tomato paste and cook for 1 minute to remove its raw flavor.
Stir in paprika, garlic powder, salt, black pepper, chili flakes, and sugar.
Pour in 1 cup of pasta water and mix until smooth.
Reduce the heat and pour in the cream, stirring until fully combined.
Add the boiled pasta directly into the creamy sauce.
Toss gently to coat evenly.
Add about 1 cup of the cream and pasta water mixture to adjust the consistency.
Cook on medium heat for 2–3 minutes until the sauce thickens and clings to the pasta.
Garnish with chopped basil and oregano.
